Rochas was born on the 22nd of September 1962, in Ogboko, Ideato South, Imo State. He was a student at Juladaco High School, Jos (1976-1981). He attended Jos’ University of Jos (1990-1991) receiving a diploma of Public Administration. He then returned at his home at the University of Jos (1993-1994) to complete an advanced degree for Public Administration. His current positions include President of the Nigeria Red Cross Society, President/Founder, Rochas Foundation Inc, President, Rochas Group of Companies Limited, Pro-Chancellor of the African Business School and Former Chairman of the Board of Nigerian Airspace Management Agency..

Rochas Okorocha created Rochas Okorocha’s Action Alliance (AA) party in 2005 and was planning to run for President for the AA in the elections of 2007. He was a member of the PDP and in September 2007, he announced that he would be interested in being PDP National Chairman. When Governor Ikedi Okorocha resigned to PPA to the Progressive Peoples Alliance (PPA) to the PDP in July 2009 Okorocha claimed that Ohakim was not the one who was the one who took over the state’s PDP across the State. He claimed that He was named as a PDP leader while when he was governor. However, the proper PDP congress must be held to determine the policies.
The Independent National Electoral Commission (INEC) declared that the Imo State gubernatorial elections held on the 26th of April, 2011 were not conclusive because the process of collating results was slowed by inconsistencies. The INEC demanded reruns for four local governments as well as one ward to be held on May 6, 2011. In the end, elections were not conducted in Oguta local government region due to a security threat. The final results showed Okorocha from the APGA declared the winner who received 336,859 of the votes. His closest rival was current governor Ikedi Ohakim of the PDP with 294,490 votes. A former Senator Ifeanyi Araraume of the Action Congress of Nigeria (ACN) was third with 107,068 votes. President Goodluck Jonathan expressed his gratitude to Okorocha for his victory by saying that his people in Imo State had spoken through the voting booth.

On March 2, 2013. Rochas was the leader of his APGA faction to create the All Progressives Congress. Rochas was later voted in by his governors who were who were in opposition to him as the chairman of the Progressive Governors Forum.
In the run-up to the elections of 2015 the former deputy speaker of the House of Representatives, Hon. Emeka Ihedioha threw in his cap to fight for the governorship. After he was able to take off his PDP tickets from the other candidates and then battling it out with candidate who is incumbent Okorocha. The vote took place on April 11, 2015, after the original date was moved by six weeks because federal authorities raised security concerns.
